Position : Administration/Procurement/Finance Consultant (Lao national)
Location : Phouvong district (Attapeu province)
Contract Length : Full time 3 months

Organization :
SOFRECO, a leading company in consultancy and technical assistance for sustainable economic and social development, is seeking an independent expert for an administration/procurement/finance consultant position for its project “Biodiversity Conservation Corridors » designed to assist the Government of Lao PDR in their efforts to reduce emissions from deforestation and promote sustainable management of forests.

Responsibilities of the Administration/Procurement/Finance Consultant
Under the supervision of the Administration/Procurement/Finance Expert and Project Coordinator, the consultant will:
• Assist the Livelihoods Team with the administration and financial management activities during implementation of the Village Livelihoods Development Contract.
• Undertake local procurement and preparing claims for reimbursement; preparing and maintaining administration and financial records; and, preparing administration and financial reports, in accordance with Lao Government requirements
• Assist with preparation of procurement documents for contracts and agreements with outside organizations or companies for provision of goods and services
• Prepare bidding documents, evaluation of bids, contract negotiations and in finalizing contract agreements for works, goods and service
• Prepare request for proposal for engaging consulting services and other services, reviewing proposals; negotiating contracts and finalizing contract agreements for services
• Support the Administration/Procurement/Finance Specialist

Required Education, Skills & Experience:
• Bachelor degree in commerce or business with majors in project administration or equivalent
• More than 3 years’ experience in project management (administrative and financial) within rural development and particularly donor-funded programmes will be an advantage.
• It will be an advantage for the consultant to have experience in the procurement of works and goods, preparation of tender and contract documents, evaluation of bids, contract management, and recruitment of consultants in ADB or World Bank financed projects
• Experience working with MoFA and/or MoF will be an advantage
• Good command of English language (read, write and speak)
